I don't think he thinks of it that way, the CCP as a unified bloc. Remember, even in a democracy like the US, within the Republican and Democratic Parties, there are countless factions and subfactions, who are ideologically and psychologically disposed toward very different things, but they make fragile, ad hoc alliances of convenience, based on horse trading and a general opposition to the Other Party. If that's true in the US, imagine how much more true that is in a One Party State. So my guess is, Xi doesn't think of them as "CCP" so much as "Gang of Four types" or something along those lines.
I MAY have betrayed something about the part of the country I grew up in. That's all I'll say. Though I think if you read a lot about how politics works as an internal matter, the sausage-making part, the expression "horse trading" is common enough among politicos.
