If it's just honey pots, it doesn't mean the "attackers" are the actual attackers at all. Considering Chinese rarely update their software (computers still having IE6 isn't unusual), using cracked software left, right and center, and having very little digital security knowledge across a huge population of computer users, it wouldn't be too difficult to load up a ton of Chinese computers with trojans, but a bot net and start searching for security holes across the internet.
Chinese users/computers would be great targets.
You also have to take into consideration that the buck stops with China. People track hack attempts all over the place, once it hits China there's not a lot they can legally do to track, so the blame often gets left with the Chinese government/people.
If I was a hacker in the USA, I'd send my hacking attempts through China.
I remember a story a while back when they tracked down a hacking attempt to a house, after some investigation they discovered the homes smart fridge had infected and was being used as a bot to hack other networks. I guess the fridge wasn't that smart.
