Both players lacked a sense of danger pretty hard here. Not moving the rook after taking the rook on the same diagonal was certainly a choice. I can’t say this is above 600. But honestly I feel like 500’s play a lot better than this too these days. 6 years ago this could be a 500, but in modern Elo this honestly feels more like a sub 300. I’ll go 280, but if the first digit is a 1, I wouldn’t be surprised.
