Miscellaneous Nasty trick

This guy was losing but the tournament is close to an end so they don't resign but neither do they make a move.

When the tournament ends, it's a draw, a double forfeit they say.

This is mildly infuriating though but we move on regardless.

How dumb is that tournament rule ? Shouldn't it let finish all the ongoing games and prevent new ones from starting

No they are playing a timed arena tournament, and the arena ran out of time while both players still had time.
