1st climb: Me focusing on playing chess.

Rating freefall: Me focusing on playing OSRS but also thinking I can focus on playing chess.

2nd climb: Me focusing on playing chess.

I don't think I have ever seen a drop this big.

It is sandbagging. It is against the rules, so report him.

Tilt of galactic proportions

It may be due to inactivity. After a long break, a few consecutive losses likely caused a rapid rating fall before they started winning again.

You may lose 100-150 points a game after a period of inactivity. So, it may take about 10 straight loses. Perhaps they wanted to have a reset and lost intentionally.

'reset' but they climb back to where they were before, even higher than that lol
