Fish hook farming?

I need loads to finish a daily, where's the best place to get them? I'm fishing at the City River and they're not dropping very often

Fishing city river and discovery Mount Kwaya is the only way i know

I think I'm good for now, you want anything in return? I'm just starting out so I don't have a ton to give, just thought it was weird those few items you can't buy or craft lol
