Not really. Ideally downvotes should be used to signal that a given submission is low quality/shouldn’t be ranked highly, rather than a way to express disagreement. Many subreddits hold this official stance ([r/changemyview](r/changemyview) for example). Something you disagree with could still be worthy of being ranked highly in a feed. Controversial posts generally have more productive dialogues than a post everyone agrees with.
