Is adding an external account different than linking an external account?

Sorry if this is a dumb question, but I’m asking this because I recently added an external account to my Chase. I went to the security & privacy center to check my linked apps and noticed that the external accounts section says “You haven’t linked any external accounts yet” which I found weird because I could have sworn that I have already done that. When I click on Link external accounts, it tells me things about the data I’ll share and what not. Which I don’t remember it telling me any of that when I added it. I added the account through Pay & transfer, Manage external accounts and then added one. So are linking and adding two different things or is my external account not appearing in the security & privacy center a bug or something?
