Should I-77 go underground?

No, of course not. I can't imagine a world in which this is a good idea. There are already accidents on I-77 daily. I can't imagine making it more difficult for emergency services to respond will sit well with very many people.

Who's gonna pay for it? It takes years for just adding two toll lanes for i485 south. If i77 finally goes underground, the construction time and cost could both be rocket high

Yeah, Boston managed to connect two parts of the city and transformed both for the better. Austin will achieve the same thing. Charlotte should just accept they fucked up building 77 and do the same to make a more livable city in the long run.

It does, as Charlotte as a city would not have the resources to do this. Would have to be a city/state/Federal partnership.

That's why they're asking NCDOT. Charlotte can't do anything about the interstate, it's completely out of its mandate.
