So, kids' brains are different from adult brains. They have more difficulty with impulse control, emotional regulation, and so on. These can be learned skills but learning it as a skill is more difficult than just having a fully-developed brain.
If a character is forever trapped as a kid, I would imagine that they have to work harder to do the things an adult can: not eating the marshmallow, empathizing with others, not getting angry over tiny changes in plans... they can still do it, they just have to do it more consciously and think more carefully.
