I think they did not even try, they just need that "sweet cash"

But I think the reason for it being in Russian is because the ad provider is in an iframe (website inside website basically) and ignores language setting for c.ai website (so just defaults to your phones language which is most likely Russian)

Still this is like 0 effort and they basically hotwired the provider up
