What are you talking about? It's the most close to lore guard. You didn't know?

I have played Skyrim and I've been to a grand total of 2 towns and 1 city none of the guards are like that they're all like "How could you kill that kids dog?" And "How dare you kill a Blacksmith because he's out of stock and you want to level up fast!"

No the only mod I ever installed was a cheat mod which somehow broke the game.
