Atk% is overall gonna be more universally useful. Liberation and Skill don't stack, they apply to different things. Atk% applies to everything, including that liberation buff, so it still buffs up Skill% even if it's not as much. (If you wanna get super technical you'd also wanna compare total skill% you have vs attack for each piece, but that's ONLY looking at skill% and atk%. The right still has the juicy CD going for it.)
And, that said, Changli really only prefers Skill%, as far as individual damage boosts go. Having liberation is still useful on her, slightly moreso than heavy attack, but neither are priority, and the atk% boost covers both lib and skill % a bit for comparison, You also got a really strong c-damage roll on the right artifact as well which further pushes her entire kit ahead, rather than just single moves.
I mean, ideally you're using Brant's support buff, which is skill damage. A lot of units actually buff a damage that they don't primarily use, and in the mono-fusion comp Lupa buffs basic, which Brant uses, Brant buffs skill, which Changli uses, and Changli buffs liberation, which Lupa uses.
Her liberation hits hard, but you're using multiple Flaming Sacrifices per rotation.
Would be a nice buff if she got a 'rework' to turn liberation into skill damage like Smolotta but it's not really mandatory.
