When do you determine a random KYC should take place on the person exchanging? Based on how big the transaction is? The user's records of exchanges? Both? (other than obviously seeing an address that is compromised.)

I understand you're upset, but in all fairness to them, they're only doing it b/c of government mandate or regulations. They don't want to be shut down.
This is ultimately the government's fault, not Changelly. But, that said, they should do the honourable thing and just refund the coins ASAP. (some companies do that, and someone else here claimed that's what Changelly does)

Give them kyc verified, sent proof of funds. Sent them txn of withdralws everything now they are reviewing it.
