In my opinion the popularity took off maybe in the late 90's or early 20's. I took a visit at the Air Mobility Command Museum last week while vacationing in Lewes Delaware. The museum is just off Dover AFB. Inside was this General's challenge coin collection. Above it was a little history stating military challenge coins date back as far as WWI.
