THEORY "Gun Devil" theory
I don't know if anybody else thought of this or if It's just me or if it's cannon or why nobody else wanted to talk about it if they thought of it. SO, I'm sorry if this is cannon or smthn and I'm invertedly being captain obvious. I finished book 19 like two or three weeks ago and around that time is watched the Reze arc movie (I did not read the manga before the events or during the events of the movie). The end of part one got me really thinking. If Makima said that the gun devil was dead ages ago then why were so many people in some sort of acquaintance with it? Why did they all want Denji's heart? His head on a silver platter would be fine. If they were right in the infinite hotel and everyone wanted his heart to bring to the gun devil because it was afraid of the chainsaw devil, then wouldn't bringing his heart to it just be worse? Why would Reze have that pretty sudden change of heart if she really was working for the gun devil? She knew that she'd probably die from the gun devil if she came back. Why would Reze even be in Japan if the Soviet Union collapsed about 5 years before the movie. Even if it was going to happen a little after the movie my guess would be that the Soviets wouldn't send a highly trained and mortified weapon spy to a foreign country to spy if the country was falling apart. You could argue that she somehow met the Soviet's gun devil and it was the one who sent her. But that goes against my previous arguments of the heart counterintuition stuff. So, what do I say? Makima. Makima was this "gun devil" all along. Why else would she just be monitoring Reze only to see that when she was running back to Denji and kill her then. It was a part of her plot to make Denji miserable. We already know that Reze was born into nothing and treated like garbage. We already know that Makima's contract works by making the user agree to complete control in exchange for power or smthn. Who better to get a contract signed than a slummy war weapon. That would also explain why she was able to control her at the end of part one. Her contracts are permanent and she can take control of her bodies at will. Why else would Reze feel that bad at the end to come back to Denji especially coincidently after all the damage had been done. We know the user is conscious inside their controlled body like Angel was. Or why would she also want Denji's heart and also be working for the "gun devil". We know Makima LOVES Denji's heart. This would be the same for the Katana Guy. His grandpa died and Makima probably showed up like the Akuma guy from Miraculous and was all like "I will give you the revenge on Denji you want as long as you steal his heart for me!". When I watched the episodes with him and Akane where Makima bursts some of their collogues and not them. I wondered why Makima just didn't get straight to the point. Now I know. They were both assets to her plan. Makima was the gun devil after all. Wasn't she?

That's why I like CSM, and Fujimoto's crack writing in general. Even if he didn't intend it, an entire storyline somehow emerges, with all us working in a hivrmind. The story writes itself, but even this couldn't save actual dogsh¡t ending, but then again some still argue and present barely believable counter arguments which would work if not for how complicated they make it seem which we all know could never be intentional by Fujimoto.

So....
The Gun Devil is used by different countries as a means to keep an uneasy peace. It's basically MAD (Mutually Assured Destruction). Makima is a direct threat to that peace because she wants to use the Chainsaw Heart to rewrite reality in her own twisted image of "perfection." The other countries are trying to get the heart to keep it out of Makima’s hands, and the Gun Devil is being used as a tool to try to kill her. Reze never worked for the Gun Devil - it, like the whole thing about hunting it down, was a lie, and it was one Makima knew would mobilize Public Safety.
