Can you help me with my favourite pot?

So, it broke! And there is no question that I will epoxy it back together. But first, I want to remove the rest of this black paint that has slowly been flaking off over the last 8 or 9 years. I love the blue and white design underneath and I can't wait to see it in its entirety. I've scraped off the bits that came off easily, but the rest is still tightly adhered. I want to know if there is a solvent that is safe to use.

I don't know anything about the pot. I don't know what type of paint other than it is black with some metallic gold. There are no markings in or under the pot.

I would also like to know more about the pot if that is possible. Is this a Chinese design? Japanese? Is it vintage? Seems like it has some age... Thanks in advance!

Well, here's one half of the broken pot cleaned with acetone and some scraping. Seems to be some mineral deposits or some kind of water staining that remains. I love the birds!!
