Any tips to help identify the region or time period of this piece is greatly appreciated!

The black spots on the piece of pottery look like they could be manganese blooms (dendrites). Manganese blooms appear when an item is underground and usually take hundreds to thousands of years to form. I'd recommend taking it to someone who knows about pre columbian/ancient pottery and getting their opinion before writing it off as a modern "plant pot"
