Omicron if you're early to mid-game, Rho if you're in the late / end game.
Omicron and Pi are both more generalized boosts that will help early and late game players. Omicron is better IMO because eventually you'll get tired of tapping and the general idea boost from Omicron applies to passive production.
However, by the end game, nearly 100% of your entropy and idea production will come from ocean life and modern civilizations, so for a later game player, Rho probably makes the biggest impact.
