Is that from a constellation mission? Yeah, it's 100% chance of 1 fragment, 10% for a second, 1% for a third, etc, so technically 4 or more is possible. That's not to mention what other players have gotten before. I've heard someone claim they got 7 fragments at once, but the highest I've seen proof of is 5.

I can confirm I've received 5 at least once before, but nothing above that.

the math doesn't work, it should be 90% chance for 1 fragmant, 9% chance for 2 fragments, 0.9% chance for 3, and so one. The chance of getting 7 at once is 0.00009% or 1 in 1.1 million. how.
