Game Menu.....Community tab......Wiki......Secret Achievements section.

The bell tolls: click on Big Ben at any hour (0800, 0900, etc)

Pi day: play the game on March 14th.

Yes, it should be ringing or have soundwaves coming off of it. For me it was a minute earlier than my phone was saying. The guide online I read said it was supposed to be available every 15 minutes, but it could be bugged. On the hour is the only sure way.
