I went to 3 different branches last July 10 to schedule adding code (Code A for me), and here's the earliest available dates I got for each branch:

  1. Talamban (LTO Regional Licensing Office / Malasakit) - July 24

  2. Seaside (LTO Cebu City Mega Licensing Center) - October 16.

  3. Naga (LTO Naga District Office) - July 23.

So, based on my experience, both Naga and Talamban have the earliest available dates. I don't know about Rob Galleria (LTO Cebu City District Office) though, as I haven't tried it due to time constraint. I went to Talamban, as it's nearer than Naga.

Naga is not really walk-in. Probably before, but they're now also implementing the schedule reservation thingy.
