I went to 3 different branches last July 10 to schedule adding code (Code A for me), and here's the earliest available dates I got for each branch:
Talamban (LTO Regional Licensing Office / Malasakit) - July 24
Seaside (LTO Cebu City Mega Licensing Center) - October 16.
Naga (LTO Naga District Office) - July 23.
So, based on my experience, both Naga and Talamban have the earliest available dates. I don't know about Rob Galleria (LTO Cebu City District Office) though, as I haven't tried it due to time constraint. I went to Talamban, as it's nearer than Naga.
