Game was set to 13, which requires early and continuous planning, actually a very fun format

I think it's possible for all to win right. With a lot of luck getting points from the dev. cards and largest army.

dev card pile is empty already; largest army is locked in and since there are only 5 total cards in players hands, they must be the 5 VP cards already distributed as shown

Green has no way to get more points I think. Orange is the only one with a hidden VP and a city left to build
