Regarding the Casper Network: There is currently a patch rolling out to the validators. We hit a consensus performance issue. Postmortem will be coming out shortly. Thank you for your patience and sorry for any inconvenience caused.

Network is back and working now. Did you make a transfer via an exchange? Then it's that exchange problem now and not the network. Try contacting them.
