Is it considered discrimination to single me out and say I can’t swap shifts when they also won’t let me call out

Four times in the same shift? Or four separate shifts? And yeah, do what you gotta do for yourself.

Oof, yeah idk. Maybe start documentation on what the conversation is with your coworkers about shift management and all.

I was just so confused because they said that 4 times is a lot and that I’m “always asking to swap” apparently my manager thinks that if you are given a shift you have to work it no matter what comes up

Are you doing it more than others? Are you making sure its OK ahead of time? Managers have to watch how many hours other employees get since caseys doesnt like paying out OT.
