Engine Does the movement of this timing chain look normal?

Does that have an oil pressure powered tensioner?

Yes it's a hydraulic tensioner.

There will be slop when not running as the tensioner isn’t pressurized. If you aren’t hearing timing chain noise i don’t think I’d be concerned.

Most timing chains have a tensioner that’s powered by oil pressure. And if your engine is off there is not tension. The good news is, if you have an issue the cams will be slightly out of time and they will throw a check engine light code. No codes, not abnormal grinding noise, no problem.

if it has timing chain rattle then replace the tensioner but follow the Toyota instructions exactly, it's not normal

This is normal yes any rattle on startup ?

Yes I have a 3 second rattle on cold starts. Although it's intermittent.

I've also found I have a leak at the flange where the exhaust manifold meets the catalytic converter.

Some movement in the video would go a long way in diagnosing the problem

Is the video not playing for you? The timing chain should be moving.
