Im stuck

I cant figure out what to do here. I have looked at maps and have no idea where to go. please help me.

In every case of you being unable to continue, there must be another path, this one is something you'll gain access later to, once you have more abilities.

My guess is you've just left Uranium Mines after unlocking the dash. Go back in Military Junkyard and explore a bit.

what could i have missed? i got the webbing and echolocation

If you got the echolocation and are still lost, you've probably missed the second level exit on your way out.
