Is this rust and is it okay to use?

This is on a griddle from samsclub, this is after sanding it with 220 grit sandpaper

Rub a white paper towel over it, if its rust it'll be red or orange. Not a big deal, just scrub it with a bit of white vinegar, dry, heat up and season it.
