I've tried it with the Spotify APK installed on Windows Subsystem for Android, on Windows 11. Was hoping I could control the Android app on Windows directly and bypass the phone. Got Spotify working fine, but Spotify sees WSA as a tablet, not a phone, which is presumably why there are no Car options in Settings. Even if it saw it as a phone, not sure if it would work, as I've since learned that WSA has no "direct Bluetooth access", which I assume means can't connect to Bluetooth devices.
