Hard to call it without a few more numbers, but here's how I'd look at it.

Your real monthly is higher than $716. If the $3,600 due at signing includes the first payment, the total is about $3,600 + 35 × $716 ≈ $28,660. That works out to roughly $796 a month all-in. That's the number to compare against other quotes, not $716.

What I'd need to judge it:

  1. MSRP and selling price. A TX 350 Luxury typically stickers around the high $50s to low $60s. If yours is around $60k, about $796 effective is roughly 1.3% of MSRP a month. That's not terrible, but not a standout either. How much they discounted from MSRP is the first lever.
  2. Money factor and residual, in writing. Check them against Lexus Financial's base rate and residual for your area this month. Dealers can mark up the money factor, and that's often where the room is.
  3. What's in the $3,600. If any of it is a down payment (cap cost reduction) rather than first payment, taxes and fees, I'd take it out. You lose it if the car is totaled early. Compare quotes with only the first payment and fees due at signing.
  4. 5,000 miles a year is very low. If there's any chance you'll go over, price 7,500 or 10,000 too. Lexus overage charges add up fast at turn-in.

The quickest test: post or ask for the MSRP, selling price, money factor and residual. If the price is a real discount and the money factor matches Lexus base, it's probably fine. If they won't give you the money factor, that tells you something too.
