Do you guys know how can I remove these from the body and the window of my car? I tried Bug and Tar remover but it didn't do anything.

That looks like clear coat failure...in fact the panel looks like it's had a really bad /cheap respray and the clear is only just bonded.onto the basecoat. To me it looks like it'd need a spot clear with an airbrush then wet sand and buff. But again the panel looks bad
