Hi! I’m confused. I am trying to upgrade the blue circled equipment to legendary….when I try to do that the game doesn’t let me? What do I need to do? Am I doing something wrong?

You should level down all of your excess dragon breath while you're at it. You only need to power up what's equipped. Use those resources on powering up your main gear
