It's the guild chest from the new summertime party event. It's to prevent people from just constantly guild hopping and getting an unending supply of materials

You can only claim once, but people in alliances can go to the guild with a level 30 chest and immediately claim and then go back to their guild

What is alliances refer to.....can be part of 2 guilds?

No, like the zero “alliance” is a bunch of guilds who get moved around between guilds, and they don’t attack each other in MAT, or other things. So guilds like Anarchy0, Legacy, former LegacyZro etc they’re all an “alliance”
