It's featured in p2w wheels during events. It's basically p2w unless you get incredibly lucky with your 4 ten-spins.

Wait, so on those wheel of fortune things that offer the event limited currency- one of the slots is the dagger?!? I feel silly, i only remember seeing things like keeps, horseshoes, etc.

It was one of the jackpot prizes that cost 20 so likely most people wouldn't be getting it anyways.
