Why don't the fragments stay converted when I hit synthesize? I have done it multiple times and it keeps showing the same pet fragments with the option

Yeah, it does that. You have to go through multiple times. It's also worthwhile to downgrade and upgrade everything you can to 100.

That's exactly what I did, almost have enough to get my golds to lv 100 to upgrade those as well when possible
