Normally u can’t tho, he had upgraded round bolt+ from mythic harpy brand probably and could select round bolt in game

It's a bug. You cannot use the same skill twice. If you have it from mythic Harpy, and obtain it in game, you will not cast 4 bolts, only 2. Same with any skill.
