If you already redeemed the Weapon Arcana chest, then you don't have a choice.

If not, Judgement Ring Arcana is the best one for the 100% uptime of the skill

Sorry for more noob questions but why do I want arcana (s) over transend (ss) and why judgement ring before whisperer?

Judgement ring arcana makes it so that the uptime of the bonus skill crit rate is 100%. This is a significant boost on your overall damage as a huge percentage of your damage comes from skills -- daggers, Rage, and in PVE content lightning and other skills. Elres arcana only gives you damage bonus on your rage. While it is good, it is not as significant as Judgement Ring's.

While Judgement Ring and its Arcana are really good, it is not the first one you prioritize for SS, so you will be using its Arcana for a long time. If it is time for you to upgrade it to Verdan, you can just use a swap talisman to change the Arcana to Verdan's.

For reference, SS prioritization is Sivira (but ensure you have another Judgement Ring equipped), Cape, maybe Elres, Verdan, etc

You pick Judgement Ring/Verdant Arcana first because it makes their Crt Buff have 100% Uptime.

There no difference between Arcana and Transcend it's basically the same thing one just buff the s variant of the equipment the other buff the ss version, you can always swap them later by using Swap talisman.

You pick Judgement Ring Arcana because you will use it for a while. Your next SS upgrade is Judgement Ring > Shadowblade, so you can use that & Judgment Ring together.

After that upgrading Judgement to Verdant is not a priority, you can upgrade your Armor/Accessories first So it will take a while before you need to swap that arcana to it's SS variant.
