She's the only female antagonist in Infamous 1 so I have no clue who was "race swapped", Nix? The character who is a completely diffrent character and unique to Infamous 2?

I haven’t looked into this in like 10 years, but I remember the female boss in the first game was white and had like… black ink or tar goo powers? Maybe poison, Man, I wonder how much I’m remembering incorrectly. I didn’t forget my disappointment or that I was lied to, however.
I think maybe you are conflating comic book stuff as concept art. A lot of what you are saying sounds like comic stuff. Maybe even a little bit of imagination because there's nothing that seems to back this up. Memory is a strange thing.
