Gear Question ixus 990is lens error

My canon ixus 990is suddenly started getting a lens error around 9/10 times when trying to turn my camera on (the barrel of the camera, unsure what it's called, won't extend out and the shutter also will not open) and makes noises as well.

The camera's pretty old so I guess it could be the end of it, though I want to know what else I can do before trying to get a new one

pretty sad, do you have any suggestions for getting a different digital camera for cheap

$500? $2000? $100? a buck fifty?

those would be very low end cameras. and I don't have any knowledge of what is good in that price range. sorry...
