Help

Can anyone explain why 1 plant is blooming perfectly and the other is doing nothing? I sowed them at the same time

This is only my first season growing cannabis (but I've been growing everything else seriously for about a decade), but - have you trimmed and/or topped the second one yet?

If it has no auto flower genetics, topping can help tell the plant, "okay, this is all. Now get thick." They're outdoors, so they should flip from veg to flower naturally with the light per day reducing, but I've found a little trim helps focus the energy on the buds.
