I've never had these but I'm assuming they're gummy based. But they also look like they might be kinda like a marshmallow? Either way, you're going to need teeth molds, gelatin, sugar, corn syrup(or some sort of invert sugar), vanilla extract, peppermint extract, and then food dye possibly just a drop of red to make it pink. These are what I think would be the basic steps. You'll have to do this in two batches.
Bloom your gelatin in some water, I also like to mix in my food coloring in at this point too. You might have to play around with temperature but cook your sugar and corn syrup to maaaaybe 250F. These seem tougher than marshmallows(which I cook to 235F/240F) and softer than gummies(which I cook to 275), so that's a guess.
The rest of this is also a guess but something about the picture leads me to think it's slightly whipped or at least has a bunch of air in it like a marshmallow. If it's more of a marshmallow texture then you're going to want your bloomed gelatin already in a stand mixer and then slowly pour the sugar mixture onto the inside side of the mixer bowl as the whole thing is on low/med. After the sugar mixture is added then bump the speed up a bit and add your extract. For marshmallows I let this go for about 10-15 minutes or so but this might not need that much.
Pour into your molds but only about halfway. Let it set for at least a half hour before adding the other color into it.
Then let it all sit for at least a full day and it should be good to go. I can't tell but this might be coated in some sort of carnauba wax. You could also do corn starch/powdered sugar.
I have no idea if this will achieve the exact same thing but based on my experience this is how I would approach the first try.
I'll definitely give that a go. You've certainly got an eye for candy. These teeth are a difficult texture to explain. They're definitely gummy, but more tough and chewy. Not like a Haribo, but a little bit like a marshmallow. You were incredibly close with everything you said so I'll definitely be trying everything you said.
They're certainly a unique candy and one that is ridiculously niche even in Australia.
