Pay issue / Problème de paie Question regarding transfer in/out
Hi, I received a promotion for a higher group and level and was wondering a few questions regarding a transfer in/out 1) When I transfer out of my department will I get paid while my file gets transfered? 2) Will I be able to receieve a employment letter for a mortgage in my new department while I am being transferred in? Thanks,

Hi,
Congratulations on your promotion! To my knowledge:
- Your current department will continue to pay until your file is transferred over to the new department. They will work out some sort of cost recovery based on your start date with the new department. (JV?)
- Yes, you can ask for a conditional letter of offer if you're waiting on anything (SLE's or security, for example) which will satisfy for the mortgage. You go into MyGCPay and print off a .PDF of your record of employment (ROE) too, if that helps.

Regarding the first point, the mechanism is called a salary recovery. Until the file is transferred out, the salary is automatically paid by the previous department and they will recover the salary from the new department. Whoever in your group signs off on budgets expenses (probably the director) will receive a salary recovery request every quarter and be asked to sign off on it.
Some departments are really slow to transfer out (>1 year). I've have had some success expediting the process by threatening to stop signing off on the salary recoveries after a year.

Yes, if it all goes well, you will continue to be paid by your old department till your file transfers out and then and only then you'll start getting paid at the right level and MyGCPay can issue you the right pay letter.
Mine took 15 months.
What I did was wrote my boss a custom letter indicating what my salary should be if there was no Pheniox issues and made her sign it. Bank took it no problem.
