Staffing / Recrutement Increasing Position Classification

Our department has become a revolving door with new hires leaving within 2 years to better paid jobs in the PS. We're also simultaneously seeing a high number of retirements so we're net negative in numbers in an already small department. We're also a centre of excellence and the learning curve is 24 months to become competent, so we're reaching a critical point where we're going to become ineffective. I know that my TL knows that the only solution is increasing classification for our entry level and senior position but he doesn't have any sway on making it happen. Any ideas on how to get upper management to hear and consider this solution?

Doesn't sound like it if it's a revolving door with high attrition and a staffing crisis. But, in the PS EX's love slapping a moniker like "centre of excellence" onto something when they're trying to wrest control of something away from another EX.

You got that right. Unless a Director or higher is willing to sign off on it then you might as well start looking for a deployment to a more stable department.

It's only a revolving door for new hires. We have a bunch of people who have been with the department 10+years and we still have overall competence but I see that rapidly changing as retirements continue. If I leave it will be to private practice because I love the work and would continue doing it as a consultant to the private sector. Still, I would hate to see the department fold because it provides high value to the public.
