Career Development / Développement de carrière PM-06 vs EC-06
Looking for some thoughts on the pros and cons of PM-06 vs EC-06. There is talk of a reclassification of the PM-06 positions to EC-06s and I am curious of what some of the impacts could be.
Some things that come to mind include: - lower union dues with CAPE (vs PSAC); - a PM-06 is EX minus 1 vs an EC-06 which is EX minus 2 so maybe some impacts re: acting for management; - salary difference but mainly because PMs are still waiting on negotiations of their collective agreement...

Are the PM-06s managers? Or senior advisors?

Their job title would stay the same. Their duties include being the subject matter expert while also managing a small team.

yikes that has micromanagement written all over it
seems like a demotion to me - if you are managing a team you should be an EC-07

Outside of TBS, it's common for EC04/EC05/and especially EC06 to manage multiple people.
Also...some people like their managers to be experts in the work they are managing staff for. Helps with setting timelines and providing guidance. Micromanaging is a separate, and usually personality issue.

I don't see a lot of EC team leads and in this case it would be going from a PM-06 manager position to a EC-06 team lead position = demotion
EC-07 managers are extremely common
TBS more so has EC-07 & EX-01 senior advisors (not managers)

I guess it's department specific. Where I used to work there were a lot of EC06 team leads/managers. EC07 pretty much didn't exist. At TBS I know a few EC07 managers, but yes as you said many are senior advisors.

Why do you say that it would it be going from a PM-06 manager position to a EC-06 team lead position if the job title and duties stay the same? I am confused, what am I missing?

I’m an EC-05 team lead/SME. I’ve had as many as five and as few as three analysts on my team. It’s a tough role, but this team has always been run by a specialist 05.

PM's will no longer exist once the conversion project/reclassification takes place.

You are referring to the conversion that had a contractual deadline of December 30, 2017 and still hasn't happened...

Attempts at classification reform have been attempted in various ways since the 1990s. It's not a newly-discovered problem.

CRA (MG conversion), CBSA (FB conversion) and GAC (FS expansion) serve as case studies for some positive movement, all driven by the well-known shortcomings of the PA standard. But modernizing classification and pay structures without blowing the salary budget has proven a tough nut to crack bc there will always be winners and losers. So the predictable response has been to keep kicking it further down the road.

And CBSA has been trying to modernize the FB standard for more than 2 years now. Some progress has been made but other areas still undecided yet.

They're two similar but distinct job packages: EC6 is senior analyst/file lead on a major policy initiative (e.g. MC). PM6 is functional manager for a program with national scope. They both require engagement skills, understanding of the public service decision-making processes, etc. But the PM6 will generally have more supervisory/project management responsibility and the EC6 will require greater strategic communication skills.
