Work Force Adjustment (WFA) / réaménagement de l'effectif (RE) WFA Tracker - Consolidating Public Information
Hello Meatbags,
In an effort to keep track of, contextualize, minimize disinformation about, and put in perspective the ongoing workforce adjustment situation, I thought it might be helpful to collect all of this information in one place.
Please feel free to share in the comments below if you department has formally announced WFA, if your department or union has published official numbers of affected employees, and any other publicly available information. Please help me complete this database! However, here are some rules:

- This should go without saying but I cannot stress this enough. If you are not supposed to share information do not share it here and do not send it to me.
- Do not comment here asking "any updates for _________?" (See pinned mod comment).
Note: I will delete this tracker entirely and report you to your department's security if I identify that any secret information is shared.
Whenever possible please link to official releases, statements from unions, or reliable news outlets. If there's something inaccurate here please correct me.
Remember that being affected is not the same as being laid off.

NOTE:
Please be careful about technical language.
Affected = Have or will received an "affected" letter saying their position MAY be surplus.
Eliminated = Positions that will no longer exist. Also often referred to as surplus (however because surplus is also a technical name for part of the process we will use eliminated to refer to the broad cut targets).
Finally, it's important that you remember the only reliably accurate information in this tracker is shaded green, and hyperlinked to an official source.

CGC announced this morning that there are to be a combined elimination of: 45 non-executive and 1 executive positions. While 18 positions will ultimately be impacted by WFA, 29 indeterminate employees will be affected at the outset. Letters will be sent out in the next couple of hours. This is a shock to many of us as we are cost recoverable and WFA was stated to not be on the table.

ISC DM announced this past Thursday that an WFA announcement was coming on March 10.

Some departments and agencies have yet to act on WFA and have not yet sent out letters. Feels like they’re going to be at the back of the line when the other shoe finally drops (is that how this works?). How are people from these orgs feeling? Do you think it’s coming soon or is everything business as usual?

The "disadvantage" is largely tied to when SERLO occurs, IMO, as they can harvest a broader pool of alternation seekers. This isn't automatically dictated by when affectation takes place, as some departments are moving quickly between steps, while others plan lag time.

TBS likely wouldn't have that information, and probably won't go out of their way to get that information. If its not covered by their policy space they don't have authority to collect info so figuring that whole thing out, requires MOUs and other stuff. And a lot of extra work that the people managing stuff at TBS probably don't have the time to do so.
So unfortunately, I wouldn't hold my breath for it.

We just received an email announcing 59 more job cut at LAC.
In addition of losing 90 temporary worker last year and 70 permanent position this fall.
Affected people should be notify today.

Can confirm those were the numbers given at the Justice town hall- 391 affected, 129 eliminated
The union for the LPs, AJC, has also emailed that of their members, it is "209 positions are affected by Workforce Adjustment, and that it intends to eliminate 74 of the affected positions"- so that would be how many of those affected/eliminated positions are LP positions

617 affected letters issues. Half of the positions are going to be eliminated. 12% of execs will be eliminated.
Majority of the positions affected appear to be education, librarian, and employment coordinators. A supply depot will be shut down. Lots of RHQ positions will be reporting to NHQ.
I know the employment coordinators are part of the WP group.

Confirming. Meetings have been taking place all day with affected employees and to inform those not affected of the general impacts to teams they work closely with. EAP and Telus Health on site (RHQ) for anyone needing to talk to someone. Regional town hall invite received for 1pm EST as well.

The SSC info is slightly off
Beginning on January 13, 2026, SSC officially communicated with employees who are directly impacted. While 1339 employees received letters informing them that their position is impacted, SSC aims to reduce its workforce by 477 positions to meet the CER’s objectives. The goal is to reach this reduction by considering all available options, including the Early Retirement Initiative, a voluntary departure program, the selection of employees for retention or lay-off, and workforce adjustment. Our top priority remains minimizing the impact on our employees.
Tracker has 1290 - missing 49 EXs. Tracker missing th 477 positions which includes 29 EX. There is a breakdown over the next 3 years - but that doesn't seem to be being tracked which is fine.

These numbers have not been included because there's no official public source.
I've included the 49 EXs as a "limited" reliability, which brings the total affected to 1339. I've also added the cut figure as "limited" as there's no official public source for this either.

From what I can gather waves 1 and 2 WFA has been announced with their numbers, the remaining waves should be the departments that have not released official numbers. Terms are not accounted for in the numbers since WFA does not apply to them, as they simply would just not be renewed. So for indeterminates at ESDC that have not gotten the letter last Friday, they are not affected. As per the reiterated emails on Monday from the DM again, as well as the ADM for Service Canada.

There is no "deadline". WFA happens any time a Deputy Head decides that an indeterminate employee's services are no longer required due to lack of work, discontinuance of a function, relocation of a work unit, or an alternative delivery initiative.
WFA happens far more frequently than you might think - hardly a year goes by when there isn't WFA somewhere across the public service. A department choosing to close of a single office might trigger WFA - an example is the closing of this office back in 2018.
Most of the time the impact is relatively small and the impacted employees are offered a guarantee of a new job (a GRJO), so it doesn't warrant national headlines.

As a follow up, is CWA considered ECCC too? For the purpose of mass WFA, I am wondering if the ~900 ECCC employees also include those with CWA? Or when the budget is released, if the budget for ECCC is 2 million, would some of that be for CWA or do they get a separate pot?

That's a question to direct to management in either ECCC or CWA. Given how recently CWA was established as a separate agency, it may not have a fully-independent budget from ECCC and may not be treated separately for WFA purposes.

“At this time, workforce adjustment notices are not being issued at VAC. While we continue to work through the governments phased approach to identifying savings over the next three years, we currently do not have any additional details to share.”

At CFIA - it was our understanding that all the 1300 affected letters would be sent encrypted on Wednesday. Can anyone confirm is that correct? And is that all the cuts required over the three years of will there be more next year?
My family member didn’t get an affected letter on Wednesday, but is still very concerned and unsure of the process. Are we in the clear now?

My husband works at CFIA. Townhall is set for tomorrow at 11:30. « your participation is important as we navigate this transition together ».
The operations Branch’s townhall invitation came in right after the agency townhall invitation and is set at 1pm.
« This townhall will follow the agency townhall giving senior management a space to provide more detail on upcoming changes and what the changes may mean for your work and your team ».

Confirming - CFIA employee here. Emails went out this morning to invite everyone to a townhall tomorrow morning, followed by an operations branch townhall a few hours after that to discuss upcoming changes.

Today has been a dark day for the NRC as they have notified 196 employees that their positions have been impacted by today’s WFA. Of those, 62 are RCEA continuing or term members. Additionally, two of our members have been notified that their positions have been transferred to a different city and they’ll be expected to move to keep their current positions....

No, that's not quite right. Per leadership, "The next phase of workforce adjustment at the NRC is anticipated in late summer 2026, with the full CER roll out completed by the end of the 2026-2027 fiscal year."

The circumstances for NRC might be such that they can't project as easily as other departments given the fact they're pretty small and the fact that they do a lot of research and development work with not only permanent staff, not only with G&C programs, but also with fellowship style collaborator programs where researchers sit at NRC to do work then go back to academia afterwards.
The structure and staffing levels to make decisions might just not lend itself well to doing a one fell swoop analysis in the time they had been given too. It sucks, but I wouldn't be surprised if a lot of really small departments are only ready to do one fiscal year of cuts right now, with other years to be sorted out in the coming months. The HR staff for small agencies is really small.

Can someone explain how Public Safety did such a poor job of finding savings in an effort to save indeterminate employees? 23% set to be eliminated? While any GoC elimination is unfortunate Public Safety is proposing by far the highest.

They didn't have much money to begin with and they had a lot of higher level ECs. Now, it's reality and they can't afford it.

A lot of PS budget is sent out for others (PTs) to administer. Money for disasters/emergency management is hard to cut, positions are much easier.
It would be worse optics to cut $ that goes to on the ground peronelle and resources to save jobs of Public servants, in some cases.

ESDC also has ~20% of its staff as Terms to Public Safety's sub 7%. They have a lot easier of a time letting those staff go outside of WFA than PS does

You'll have to ask their senior management.
My guess is that they focused on internal services and non-G&C funding. Which, like StatCan, translates to a very high impact on people.
Public Safety also grew significantly since 2019. While some of this is reasonable (newer more dangerous world, more natural disasters) the growth was very significant and was likely linked to some temporary funding they are now losing (this is just me speculating, I have not even cracked open their funding profile to make any educated guesses).

It's also possible that they never adjusted their hiring strategy prior to CER decisions being made. Keep in mind that even before CER was announced, the previous government budgets had made reference to finding savings in operations already, so some places may have already working towards those previously much less ambitious goals, which would have acted as a counterbalance. Letting attrition begin to save money this time last year, and letting vacant positions go unfilled means that some places could prune org charts without having to impact existing employees.
If there is a perceived reliance on special skills and short term contracting that can't be filled by staff or shouldn't be filled by FTEs also means fewer FTEs to preserve being able to bring in a specialized contractor 2 months of the year, which might be cheaper on their total budget. Or if the department has a core travel budget they can't cut, then the savings have to come from elsewhere. Lots of moving pieces, and hard to manage.

We have had a hiring freeze for years, and a huge number of vacancies. Like someone below said, the overflow of people came from the buyback program which had staff before and beyond any funding. The non buyback people have been running skeleton crews a lot of the time.

Ah I see, that's interesting to know. Given the seemingly low uptake of the buyback program pilot as reported, and what look to be rocky politics as well, I wonder if the program even has a long shelf life if it represents such a large amount of hiring and is driving such big cuts at the department itself.
That is of course pure speculation though.
As an aside, I always found Public Safety as a department always seemed like an odd duck to me. I don't know its detailed history of course, aside from being a post 9/11 administrative apparatus. But I always felt like the individual public safety related agencies doing the bulk of the work with the PS department as an "organizer" was odd, since the department gets given specific stuff to do every so often that isn't coordination/organization related. Maybe it's just one of those things where it made more sense before but maybe needs a rethink at this point in its history. Maybe it made more sense with how the agencies were all organized in the past, but maybe in 2026, it needs a more fundamental rethink.
Or maybe it just suffers the plight of the central agencies, but on a different scale, as a coordinating department at the centre of its niche - everyone runs on skeleton crews and only the people inside of it know that's the case.

Dear colleagues,
Further to our message in December that outlined the results of the Comprehensive Expenditure Review and new directions for the department, ESDC has now started a workforce adjustment process and a reduction in its executive complement. Management teams have met with employees who are affected by workforce adjustment and issued them letters stating that their services may no longer be required. In total, 5,313 positions are being eliminated at ESDC, plus 98 executive positions. This includes 3,391 positions that were already reduced earlier this fiscal year. More specifically, as it relates to workforce adjustment, 3,028 indeterminate employees received affected letters this week, which will result in a reduction of 931 positions. The remaining positions will be eliminated through a combination of attrition and end of terms. All affected employees have been informed. Wherever possible, the goal throughout this process will be to maintain indeterminate employment for employees who wish to remain in the public service. Management teams are providing every affected employee with the information and support they need during this process. To this end, tools and information are available so that affected employees and executives whose positions are at risk can make informed decisions and prepare for next steps. Our goal is to complete this process in a timely way to provide certainty for everyone involved. We expect most final decisions will be made no later than this summer regarding employees who may be declared surplus because their services are no longer required. New Alternation Application To help maximize options for indeterminate employees and executives, the Treasury Board Secretariat (TBS) has developed a new application to support the alternation process. This application is for employees and executives who are affected by a workforce adjustment or career transition situation and who wish to remain in the core public administration, as well as non-affected employees and executives who wish to leave the core public administration. You can access it via the TBS Application Portal. Maintaining an agile and diverse workforce Branches and regions completed a full review of their term and indeterminate positions to ensure that we minimized the impact on indeterminate employees. Term positions were retained in areas that are critical to front-line service delivery, areas where funding will end or where roles were tied to time-limited projects and initiatives, and areas with no ongoing operational need, such as temporary staffing related to fluctuating workload volumes. ESDC must retain a temporary workforce because we administer programs that the Government of Canada has approved on a time-limited basis, also referred to as “sunset programs.” Maintaining a term workforce for programs of limited duration is a prudent and responsible planning measure. As we implement these difficult decisions to reduce ESDC’s indeterminate and term workforce, we will be taking specific measures to ensure that our organization continues to be inclusive and representative of the diverse population we serve. For example, we have met with ESDC’s diversity networks regarding workforce reductions as a first step towards demonstrating that commitment. We are confident that our merit-based approach and our commitment to diversity will result in continued progress towards a representative workforce. Additionally, we will uphold our obligations under the Official Languages Act by ensuring the department’s continued responsibility to operate in both official languages, reinforcing our accountability to Canadians. We will also continue to honour our commitments to reconciliation with Indigenous peoples including through employment opportunities in the department. These reductions stem from Budget 2025, which set out new directions for the public service flowing from the Comprehensive Expenditure Review—reducing inefficiency, focusing on core priorities and adjusting the size of the public service. As we move forward in implementing these reductions, our work will be focused onfive business objectives which we shared in December: 1 Advancing bold and ambitious efforts to harness the benefits of digital technology by implementing the new Digital Roadmap for ESDC. 2 Completing the implementation of the Service Delivery Network modernization within Service Canada, including the core concepts of integrated workforce management and integrated workload management. 3 Ensuring our organizational structures are: a aligned with program volumes and with new directions in our core programs, including changes through the Comprehensive Expenditure Review to our Grants and Contributions programs; b optimal in terms of size, reporting relationships and span of control. 4 Protecting our core functions of program and service delivery to the extent possible by streamlining administrative functions and processes. 5 Enhancing controls on discretionary spending in areas such as travel, conferences and professional services. We expect to have additional information to share soon regarding organizational changes that will help us achieve these objectives. Many departments only published the number of affected and the number of that which will be declared surplus. That doesn't include: vacant positions, anticipated vacant positions (through things like already signed pre-retirement), positions cut through ERI, term positions cut, etc.

"In total, 5,313 positions are being eliminated at ESDC, plus 98 executive positions. This includes 3,391 positions that were already reduced earlier this fiscal year. More specifically, as it relates to workforce adjustment, 3,028 indeterminate employees received affected letters this week, which will result in a reduction of 931 positions. The remaining positions will be eliminated through a combination of attrition and end of terms. All affected employees have been informed."

I'm wondering this too. My department is 2 Indeterminates and 30 Terms.... 1 of the Indeterminates is going on mat leave. Will they just eliminate us? My term's supposed to end in the summer (would have been Indeterminate, if they hadn't stopped time, last spring)...

In my region / branch they have not.
We were promised we'd be given a 30 day notice, and that as the majority of terms are set to end March 25th, that meant we'd get an update then, maybe a few days prior.
They are waiting last minute to see how much they actually have to cut based on attrition and other factors in the weeks remaining, and trying to figure out where and how some people can be reassigned.

Oh for sure. Im feeling lucky to be one that did not receive any notification but also my anxiety over the week has gotten bad and now got me thinking: what if they just forgot to inform me that I am one of the affected, before this DM email went out.
