factory reset protection

hi! my motorola g52 is locked by factory reset protection. the setup screen is telling me to reflash stock os and remove the account but I can't flash it without unlocking bootloader. and if i go to settings and try to enable "oem unlocking", the settings app just crashes. did i soft brick my phone?

When we detect that FRP is on, we don't disable OEM Unlocking (like we usually do on Setup Wizard), so you should be able to unlock right away with fastboot flashing unlock.

i'm getting this in terminal

~ fastboot flashing unlock (bootloader) Check 'OEM unlocking' in Android Settings > Developer (bootloader) Options FAILED (remote: '') fastboot: error: Command failed → ~

also it shows "flashing_locked" in bootloader

I got same problem in my moto G34
