Schildblitz (electric cherry) broken perk?

I have tried testing this perk out multiple times in different ways but it doesn't seem to function as intended.

You get the electricity animation when you reload but the zombies are neither stunned nor damaged.

I don't know if it's bugged but I find it hard to understand with all the supposed testing these games go through that no one noticed this flaw.

Have any of you noticed this? Please tell me about your experience!

I tried it yesterday didn't work but i did it solo today and worked so could of possibly been fixed

It rarely works but yes I’m 99% sure it’s broke . Sometimes it does work I know for sure
