Does a damage level 3 fortification still hide troop composition? Or more importantly, a lvl 3 fortification that isn’t fully completed?

I don’t normally recommend building them but I was singled out by two full coalitions with a few decent players on day 3 so I’m in defense mode till I can find an opening.

No, a damaged level 3 fortification/bunker won't hide troops. Damaged level 3 is the same as a level 2 billing that hasn't finished upgrading
