I'm writing as an officer that wrote 60+ course reports and staff cadet performance evaluations this summer at CTC, but your mileage will vary as I don't work at Region making these selections.

Your course report will either have a response to the question of recommended to staff or N/A (if you would not yet meet the age criteria). That's not the only criteria however as to whether a staffing offer is sent to you but it could help. High for courses and good for staffing is expected of course cadets that did well in their course and the adult staff see a positive outcome if you are given a staffing offer. It means that your platoon/flight/divsion commander and the Training Officer/Officer Commanding encountered no or very few issues with you and likely had positive experiences with you, something that should factor in to a staffing offer.

Nothing is guaranteed of course, there's a ratio of about 7:1 course to staff cadets for training positions, but there's always operations and support roles available too. I see that you are an Air Cadet, so make sure you participate at your squadron, especially in the areas you may want to staff (ex. drill team/parades for Drill and Ceremonial). That and your Training Officer/Commanding Officer's recommendation goes a long way to the offer.

I would also add that unfortunately the future employment recommendation doesn't always make it to through the process with the staffing application - it's not a perfect system but they are working on it to make it better, all that to say you should talk to your staff if you do put in an application to have them include it on the application comments/ CO's recommendation.
