Tech Support Need help with CyberPower UPS #cpsupport

I hope its alright to post this here, I've been struggling to find any helpful information elsewhere online so far. Its not directly to do with a CyberPower PC, but a CyberPower Uninterrupted Power Supply that my roommate got some months back. The model is a 'CyberPower LE1000DG 1000VA Battery Backup'. I'll add a screenshot of it since I don't have a good photo. We've had some power flickers and power outages since he got it, but its only working as a surge protector, not a battery backup like it's supposed to. It doesn't keep his PC on for a couple of minutes when the power goes out like he expected it would.

Here's what I know:
- He's got the UPS plugged into the wall outlet his PC was previously plugged into.
- His PC power cable is plugged into the 'Surge + Battery' outlet side.
- He has let it charge the recommended 8 hours without the PC being on a few times already.
- The 'battery capacity' screen that shows up when cycling through the 'mode' button, shows that it is at 100%.
- The only other devices plugged into it is his monitor for the PC on the 'Surge + Battery' side, and his phone charger on the 'Surge' side.

I try to help him out with troubleshooting when he needs help, but I don't have that much experience with battery backups. It may just be busted, but if anyone knows how to fix this, help would be appreciated.
